In the meantime, the Better Business Bureau logged 363 complaints against a single Fredericksburg-based sweepstakes operator, most of them centered on the same problem: customers who couldn’t get their money back out.

Key Takeaways

Senate Bill 579, which would have banned sweepstakes casino gaming in Virginia, was carried over to the 2027 session instead of passing or failing outright

A Virginia Lottery-led study group must report its findings on the industry by December 1, giving lawmakers a factual basis before they revisit the bill

Separate legislation to legalize regulated online casinos, which also would have banned sweepstakes gaming as part of the deal, failed for a different reason: the House and Senate couldn’t agree on a reconciled bill

What Happened

SB 579, introduced by Republican Senator Bryce Reeves in January, originally sought to add operating or promoting sweepstakes casinos to Virginia’s legal definition of illegal gambling, with civil penalties running $10,000 to $100,000 per violation. The bill defined sweepstakes gaming by its dual-currency structure: games that simulate casino-style play, lottery games, or sports betting and award prizes based on chance using virtual coins that trade for real prizes.

In a February hearing, the Senate Courts of Justice Committee stripped the ban language out entirely. Instead, the substitute compels the Virginia Lottery Board to convene a working group, including representatives from the sweepstakes and social gaming industry itself, to study the industry’s impact and report back by December 1. Reeves told the committee the sector was “flying under the radar” in a lot of states and said the rapid pace of change in the gaming landscape warranted a closer look before lawmakers acted. The committee voted 14-1 to carry the bill into the 2027 session, which begins January 13.

Why the Delay Matters to Actual Players

The timing is notable given what was happening on the consumer complaint side while the bill sat in committee. The Better Business Bureau fielded 363 complaints against a Fredericksburg, Virginia-based sweepstakes operator, with a recurring theme of the company denying customers’ attempts to withdraw funds they believed they’d won. That volume of complaints against a single operator, still legally operating throughout the delay, is the kind of real-world consequence a “wait for the study” approach leaves unaddressed for at least another year.

Virginia’s Other Gambling Bill Also Stalled

Sweepstakes casinos weren’t the only unresolved question in Richmond this year. Separate legislation, House Bill 161 and Senate Bill 118, would have legalized regulated online casino gaming under the Virginia Lottery Board at a 20% tax rate on adjusted gross revenue, and each carried its own sweepstakes prohibition language bundled in. Both bills passed their originating chamber, but the House and Senate versions couldn’t be reconciled, and the session ended March 14 without a deal. That means Virginia lawmakers will likely face both questions again in 2027: whether to ban sweepstakes casinos outright, and whether to legalize a regulated alternative in their place.

Part of a Broader National Pattern

Virginia’s wait-and-study approach stands out next to how other states have handled the same issue this year. Indiana passed an outright ban on sweepstakes casinos, and New York has pursued its own legislation targeting the dual-currency model directly, without waiting for a study first. Tennessee, Oklahoma, and Louisiana have also approved restrictions on sweepstakes gaming in 2026. The pressure on the industry has shown up beyond legislatures too: sweepstakes operators The Money Factory and CoinFrenzy both announced shutdowns this month, and VGW’s LuckyLand Slots is winding down as well, with coin purchases already halted.

While Virginia lawmakers delayed a sweepstakes casino ban to 2027, the Better Business Bureau fielded 363 complaints against one Virginia-based operator alone.
