Real-money online casinos aren’t legal in Ohio. You can bet on sports from your phone and walk into one of the state’s land-based casinos, but there’s no licensed way to play online slots or blackjack for cash. What Ohio players can use right now are sweepstakes and social casinos, which run on virtual coins instead of cash bets.
Here’s what we cover: what Ohio law allows, six sweepstakes casinos open to Ohio players, and where the push to legalize online casinos stands with the November election close. Offers and availability change, so read the terms on a site before you sign up. If you’re comparing options in general, our most trusted online casinos page is a good place to start.
Ohio Online Casinos at a Glance
18+ at most sites, 21+ at some. No purchase necessary. Sweeps Coins have no cash value and cannot be purchased directly. Void where prohibited. Check each site’s terms for Ohio availability.
Are Online Casinos Legal in Ohio?
Not for real money. Ohio’s gambling scene is built around four casinos, seven racinos and the Ohio Lottery. Sports betting went live on January 1, 2023, and Ohioans wagered more than $10 billion in 2025 alone (our best NFL betting sites and apps guide covers that side).
Online casino games never made the jump. The Ohio Casino Control Commission (OCCC) oversees the land-based casinos and sports betting, and it has no online casino program to run.
Sweepstakes casinos are a different story. Ohio has no law written for them, and no state agency licenses or audits them. They’re generally treated as legal as long as the site offers a real free way to get prize-eligible Sweeps Coins, which is why nearly every one carries a “no purchase necessary” line and a mail-in entry option. Take away that free route and the activity starts to look like gambling under Ohio law, so it matters.
That’s how things read today, not a guarantee. The reviews we checked disagree on which sites take Ohio players, and operators can pull out of a state without much warning.
Where Ohio’s Online Casino Bills Stand
Two bills made noise in 2025, and both pointed at online casinos.
- Senate Bill 197 would legalize online casinos, online lottery and online pari-mutuel betting, and it floated tax rates of up to 40%. It also moves oversight of retail sweepstakes terminals, the machines you see in game centers, to the OCCC, but it doesn’t address online sweepstakes sites.
- House Bill 298 would legalize iGaming too, limiting licenses to Ohio’s 11 existing casinos and racinos, and it would ban sweepstakes casinos.
Neither has come up for a vote. Coverage this fall calls it “introduced but stalled,” and an industry report from September has a bill sponsor eyeing 2027 as a more realistic window. The governor’s race adds another wrinkle. Amy Acton and Don Kissick have said they back expanding online gambling, while Vivek Ramaswamy hasn’t taken a position.
The part that matters for you is HB 298. It’s the bill that would shut sweepstakes casinos out of Ohio, so if it ever moves, the sites on this page could disappear from the state.
