South Carolina bettors might finally have a reason to stop driving to Charlotte.
For years, the Palmetto State has been one of the last real holdouts on legal gambling. The only legal option is still the state lottery, which voters approved back in 2000.
That could change after Nov. 3.
Gov. Henry McMaster is term-limited, and he’s opposed every gambling expansion since he took office in 2017. Both candidates trying to replace him are open to online sports betting. That’s never happened before in South Carolina.
They just take very different roads to get there.
Where the Candidates Stand
Republican Alan Wilson is the state’s attorney general. Democrat Jermaine Johnson is a state representative from Richland County. Here’s how they line up on gambling:
| Alan Wilson (R) | Jermaine Johnson (D) | |
|---|---|---|
| Online sports betting | Supports it, with guardrails | Supports it if voters approve it first |
| Casinos | Opposes, even if voters want them | Supports if voters approve in a referendum |
| Prediction markets | No public position | Open to legalizing and taxing them, with voter approval |
| Detailed plan released? | No | No |
Wilson’s pitch on sports betting is pretty simple. People in South Carolina are already betting on their phones, and he doesn’t want to make criminals out of them.
Casinos are a different story for him. He signed a pledge to veto any bill that brings a casino to the state, and at the Oct. 6 debate he said he’d oppose them even with voter support.
Johnson wants voters to have the final say on just about all of it. He’d back casinos if a statewide referendum passes, and he’s open to taxing sports betting and prediction markets as long as there are strong safeguards.
Lawmakers Keep Trying, Bills Keep Dying
It’s not like nobody has tried. South Carolina has seen a sports betting bill pretty much every year lately. None of them made it.
| Year | What happened |
|---|---|
| 2026 | A Senate subcommittee heard arguments on online sports betting but never voted. A separate casino bill got sent back to committee in January. |
| 2025 | A House subcommittee looked at sports betting and casino bills (H3625 and H4176). No vote. |
| 2024 | Lawmakers prefiled H3625, a bipartisan online betting bill with a 12.5% tax. |
| 2023 | H3749 would have allowed up to eight operators at a 10% tax. It went nowhere. |
The good news for supporters: sports betting and casinos don’t have to move together. Lawmakers can pass a phone-only betting bill and leave casinos out of it completely. That matters a lot if Wilson wins.
How South Carolina Stacks Up Next Door
North Carolina flipped the switch on mobile betting in 2024, and that’s made South Carolina’s holdout a lot more obvious. Here’s the regional picture:
| State | Online sports betting | Casinos |
|---|---|---|
| North Carolina | Legal | Tribal only |
| Tennessee | Legal | None |
| Virginia | Legal | Yes |
| South Carolina | Not legal | None |
| Georgia | Not legal | None |
Georgia keeps trying too. Its House killed sports betting again in March with just 63 of the 120 votes it needed. So South Carolina and Georgia are still sitting together as the Southeast’s big no-betting zone.

A friendly governor helps, but it doesn’t get the job done alone. The legislature still has to write and pass a bill.
Republicans hold nearly three-quarters of the state Senate, and those seats aren’t up again until 2028. All 124 House seats are on the ballot this year, but the GOP is expected to keep control either way.
A few other things to know:
- A public vote isn’t quick. Getting a constitutional amendment on the ballot takes a two-thirds vote in both chambers first.
- Vetoes can be overridden with two-thirds of each chamber, so the governor’s stance matters but isn’t the final word.
- Neither candidate has a detailed plan. No tax rate, no license count, no launch timeline yet.
- Opposition is real. Religious groups have testified against sports betting at past hearings.
- Prediction markets have Wilson as a heavy favorite. Kalshi had Republicans around 96% and Polymarket had Wilson at 95% as of Oct. 19. Trading on both platforms has been setting records, and you can compare prediction market sign-up deals in our roundup.
The bottom line: whoever wins, South Carolina will have a governor open to online betting for the first time. That doesn’t mean bets in 2027, but it’s the best shot the state has had.
