All three are owned and operated by federally recognized tribes, the Eastern Band of Cherokee Indians runs both Harrah’s properties, while the Catawba Indian Nation runs Two Kings.
A 2023 push to add three commercial casinos plus a fourth run by the Lumbee Tribe failed to pass. The Lumbee Tribe purchased land off Interstate 95 near Charlotte in January 2026, a move some read as a sign the tribe still intends to pursue a casino project of its own, though nothing has been formally announced.
North Carolina’s Lottery Commission, the same body that built the regulatory framework for the state’s sports betting market, would likely take on oversight of online casinos if the state ever legalizes them. For now, that regulatory structure doesn’t extend to casino gaming.
